[SPARK-33512][BUILD] Upgrade test libraries

### What changes were proposed in this pull request?

This PR aims to update the test libraries.
- ScalaTest: 3.2.0 -> 3.2.3
- JUnit: 4.12 -> 4.13.1
- Mockito: 3.1.0 -> 3.4.6
- JMock: 2.8.4 -> 2.12.0
- maven-surefire-plugin: 3.0.0-M3 -> 3.0.0-M5
- scala-maven-plugin: 4.3.0 -> 4.4.0

### Why are the changes needed?

This will make the test frameworks up-to-date for Apache Spark 3.1.0.

### Does this PR introduce _any_ user-facing change?

No.

### How was this patch tested?

Pass the CIs.
