However, it turns that DocSearch supports crawling multiple URLs from one website and filtering by fact key: https://docsearch.algolia.com/docs/config-file/#using-regular-expressions

This PR is to add the fact key in the search script and update the instruction in the comment.

Make the API key of DocSearch configurable and avoid hardcoding in the HTML template
### Why are the changes needed?
After https://github.com/apache/spark/pull/30292, our Spark documentation site supports searching.
However, the default API key always points to the latest release doc. We have to set different API keys for different releases. Otherwise, the search results are always based on the latest documentation(https://spark.apache.org/docs/latest/) even when visiting the documentation of previous releases.
As per discussion in https://github.com/apache/spark/pull/30292#issuecomment-725613417, we should make the API key configurable and set different values for different releases.

This PR proposes to `include` `_images` and `_sources` directories, generated from Sphinx, in Jekyll build.
**For `_images` directory,**
After SPARK-31851, now we add some images to use within the pages built by Sphinx. It copies and images into `_images` directory. Later, when Jekyll builds, the underscore directories are ignored by default which ends up with missing image in the main doc.

Before Spark 3.0 release, we are using sql-reference.md, which was replaced by sql-ref.md instead. A number of Google searches I’ve done today have turned up https://spark.apache.org/docs/latest/sql-reference.html, which does not exist any more. Thus, we should add a redirect to sql-ref.html.

This PR proposes to switch `pygments.rb`, which only support Python 2 and seems inactive for the last few years (https://github.com/tmm1/pygments.rb), to Rouge which is pure Ruby code highlighter that is compatible with Pygments.
I thought it would be pretty difficult to change but thankfully Rouge does a great job as the alternative.

We're moving to Python 3 and drop Python 2 completely.

Maybe a little bit of different syntax style but should not have a notable change.

Made the following changes in this PR:
* Update all the `3.0.0-SNAPSHOT` version name to `3.0.0-preview`
* Update the sparkR version number check logic to allow jvm version like `3.0.0-preview`
**Please note those changes were generated by the release script in the past, but this time since we manually add tags on master branch, we need to manually apply those changes too.**
We shall revert the changes after 3.0.0-preview release passed.

To make the maven release repository to accept the built jars.

This PR makes Spark's default Scala version as 2.12, and Scala 2.11 will be the alternative version. This implies that Scala 2.12 will be used by our CI builds including pull request builds.
We'll update the Jenkins to include a new compile-only jobs for Scala 2.11 to ensure the code can be still compiled with Scala 2.11.

This adds support for running docker containers via the Mesos unified containerizer: http://mesos.apache.org/documentation/latest/container-image/
The benefit is losing the dependency on `dockerd`, and all the costs which it incurs.
I've also updated the supported Mesos version to 0.28.2 for support of the required protobufs.

Mesos agents by default will not pull docker images which are cached

true will tell the Mesos agent to force pull the docker image (default is `false` which is consistent with the previous
implementation and Mesos' default
