### What changes were proposed in this pull request?
To push the built jars to maven release repository, we need to remove the 'SNAPSHOT' tag from the version name.
Made the following changes in this PR:
* Update all the `3.0.0-SNAPSHOT` version name to `3.0.0-preview`
* Update the sparkR version number check logic to allow jvm version like `3.0.0-preview`
**Please note those changes were generated by the release script in the past, but this time since we manually add tags on master branch, we need to manually apply those changes too.**
We shall revert the changes after 3.0.0-preview release passed.
### Why are the changes needed?
To make the maven release repository to accept the built jars.

### What changes were proposed in this pull request?
Scala 2.13 removes the parallel collections classes to a separate library, so first, this establishes a `scala-2.13` profile to bring it back, for future use.
However the library enables use of `.par` implicit conversions via a new class that is not in 2.12, which makes cross-building hard. This implements a suggested workaround from https://github.com/scala/scala-parallel-collections/issues/22 to avoid `.par` entirely.
### Why are the changes needed?
To compile for 2.13 and later to work with 2.13.
### Does this PR introduce any user-facing change?
Should not, no.
### How was this patch tested?

## What changes were proposed in this pull request?
This PR makes Spark's default Scala version as 2.12, and Scala 2.11 will be the alternative version. This implies that Scala 2.12 will be used by our CI builds including pull request builds.
We'll update the Jenkins to include a new compile-only jobs for Scala 2.11 to ensure the code can be still compiled with Scala 2.11.

## What changes were proposed in this pull request?
When I scan through the pom.xml of sub projects, I found this warning as below and attached screenshot
```
Definition of groupId is redundant, because it's inherited from the parent
```
![screen shot 2016-07-13 at 3 13 11 pm](https://cloud.githubusercontent.com/assets/3925641/16823121/744f893e-4916-11e6-8a52-042f83b9db4e.png)
I've tried to remove some of the lines with groupId definition, and the build on my local machine is still ok.
```
<groupId>org.apache.spark</groupId>
```
As I just find now `<maven.version>3.3.9</maven.version>` is being used in Spark 2.x, and Maven-3 supports versionless parent elements: Maven 3 will remove the need to specify the parent version in sub modules. THIS is great (in Maven 3.1).

## What changes were proposed in this pull request?
Since Jetty 8 is EOL (end of life) and has critical security issue [http://www.securityweek.com/critical-vulnerability-found-jetty-web-server], I think upgrading to 9 is necessary. I am using latest 9.2 since 9.3 requires Java 8+.
`javax.servlet` and `derby` were also upgraded since Jetty 9.2 needs corresponding version.

Author: Pravin Gadakh <prgadakh@in.ibm.com>
Closes#12416 from pravingadakh/SPARK-14613.
This patch changes Spark's build to make Scala 2.11 the default Scala version. To be clear, this does not mean that Spark will stop supporting Scala 2.10: users will still be able to compile Spark for Scala 2.10 by following the instructions on the "Building Spark" page; however, it does mean that Scala 2.11 will be the default Scala version used by our CI builds (including pull request builds).
The Scala 2.11 compiler is faster than 2.10, so I think we'll be able to look forward to a slight speedup in our CI builds (it looks like it's about 2X faster for the Maven compile-only builds, for instance).
After this patch is merged, I'll update Jenkins to add new compile-only jobs to ensure that Scala 2.10 compilation doesn't break.

Closes#9584 from brkyvz/fix-master.
This change does two things:
- tag a few tests and adds the mechanism in the build to be able to disable those tags,
both in maven and sbt, for both junit and scalatest suites.
- add some logic to run-tests.py to disable some tags depending on what files have
changed; that's used to disable expensive tests when a module hasn't explicitly
been changed, to speed up testing for changes that don't directly affect those
modules.

Right now `unit-tests.log` are not of much value because we can't tell where the test boundaries are easily. This patch adds log statements before and after each test to outline the test boundaries, e.g.:

4893622 [Marcelo Vanzin] [SPARK-7485] [build] Remove pyspark files from assembly.
1. Test JARs are built & published
1. log4j.resources is explicitly excluded. Without this, downstream test run logging depends on the order the JARs are listed/loaded
1. sql/hive pulls in spark-sql &...spark-catalyst for its test runs
1. The copied in test classes were rm'd, and a test edited to remove its now duplicate assert method
1. Spark streaming is now build with the same plugin/phase as the rest, but its shade plugin declaration is kept in (so different from the rest of the test plugins). Due to (#2), this means the test JAR no longer includes its log4j file.
Outstanding issues:
* should the JARs be shaded? `spark-streaming-test.jar` does, but given these are test jars for developers only, especially in the same spark source tree, it's hard to justify.
* `maven-jar-plugin` v 2.6 was explicitly selected; without this the apache-1.4 parent template JAR version (2.4) chosen.
* Are there any other resources to exclude?
