### What changes were proposed in this pull request? This PR aims to fix `MiMaExcludes` rule by moving SPARK-23429 from 2.4 to 3.0. ### Why are the changes needed? SPARK-23429 was added at Apache Spark 3.0.0. This should land on `master` and `branch-3.1` and `branch-3.0`. ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested?
