### What changes were proposed in this pull request?
Add set_categories to CategoricalAccessor and CategoricalIndex.
### Why are the changes needed?
set_categories is supported in pandas CategoricalAccessor and CategoricalIndex. We ought to follow pandas.
### Does this PR introduce _any_ user-facing change?
Yes, users will be able to use `set_categories`.
### How was this patch tested?
Unit tests.
