### What changes were proposed in this pull request? This PR removes the restriction and allows CREATE EXTERNAL TABLE with LOCATION for data source tables. It also moves the check from the analyzer rule `ResolveSessionCatalog` to `SessionCatalog`, so that v2 session catalog can overwrite it. ### Why are the changes needed? It's an unnecessary behavior difference that Hive serde table can be created with `CREATE EXTERNAL TABLE` if LOCATION is present, while data source table doesn't allow `CREATE EXTERNAL TABLE` at all. ### Does this PR introduce _any_ user-facing change? Yes, now `CREATE EXTERNAL TABLE ... USING ... LOCATION ...` is allowed. ### How was this patch tested? new tests Closes #30595 from cloud-fan/minor.
