Sean Owen 2f8a938805 [SPARK-26539][CORE] Remove spark.memory.useLegacyMode and StaticMemoryManager ... ## What changes were proposed in this pull request? Remove spark.memory.useLegacyMode and StaticMemoryManager. Update tests that used the StaticMemoryManager to equivalent use of UnifiedMemoryManager. ## How was this patch tested? Existing tests, with modifications to make them work with a different mem manager. Closes #23457 from srowen/SPARK-26539.
