## What changes were proposed in this pull request? Default timestamp pattern defined in `JSONOptions` doesn't allow saving/loading timestamps with time zones of seconds precision. Because of that, the round trip test failed for timestamps before 1582. In the PR, I propose to extend zone offset section from `XXX` to `XXXXX` which should allow to save/load zone offsets like `-07:52:48`. ## How was this patch tested? It was tested by `JsonHadoopFsRelationSuite` and `TimestampFormatterSuite`. Closes #23417 from MaxGekk/hadoopfsrelationtest-new-formatter.
