### What changes were proposed in this pull request?

This PR aims to upgrade `kubernetes-client` library from 4.12.0 to 4.13.2 for Apache Spark 3.2.0.

### Why are the changes needed?

This will bring [K8s 1.19.1](https://github.com/fabric8io/kubernetes-client/pull/2541) models officially and the latest bug fixes.

This directory contains scripts useful to developers when packaging, testing, or committing to Spark.

Many of these scripts require Apache credentials to work correctly.
