## What changes were proposed in this pull request? There is a very old TODO in `HandleNullInputsForUDF`, saying that we can skip the null check if input is not nullable. We leverage the nullability info at many places, we can trust it here too. ## How was this patch tested? re-enable an ignored test Closes #23712 from cloud-fan/minor.
