[MINOR][BUILD] Fix script name in release-tag.sh usage message
## What changes were proposed in this pull request?

This PR fixes the old script name in `release-tag.sh`.

    $ ./release-tag.sh --help | head -n1
    usage: tag-release.sh

## How was this patch tested?

Manual.

    $ ./release-tag.sh --help | head -n1
    usage: release-tag.sh

Closes #23477 from dongjoon-hyun/SPARK-RELEASE-TAG.
