Nicholas Chammas 28683b4df5 [SPARK-6219] Reuse pep8.py 
Per the discussion in the comments on [this commit](f17d43b033 (commitcomment-10780649)), this PR allows the Python lint script to reuse `pep8.py` when possible.

Spark Developer Scripts

This directory contains scripts useful to developers when packaging, testing, or committing to Spark.

Many of these scripts require Apache credentials to work correctly.
