### What changes were proposed in this pull request?
Add rule `ConvertToLocalRelation` into AQE Optimizer.
### Why are the changes needed?
Support propagate empty local relation through project and filter like such SQL case:
```
Aggregate
Project
Join
ShuffleStage
ShuffleStage
```
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Add test.
