Add check partition expressions is empty. ### Why are the changes needed? We should keep `spark.range(1).hint("REPARTITION_BY_RANGE")` has default shuffle number instead of 1. ### Does this PR introduce _any_ user-facing change? Yes. ### How was this patch tested?
