This PR aims to upgrade `sbt-mima-plugin` to 0.9.2 for Apache Spark 3.2.0. ### Why are the changes needed? `sbt-mima-plugin` 0.9.2 has the following updates including `Scala 3 initial support`. - https://github.com/lightbend/mima/releases/tag/0.9.2 - https://github.com/lightbend/mima/releases/tag/0.9.1 - https://github.com/lightbend/mima/releases/tag/0.9.0 ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? Pass the CIs. Also, I manually deleted some lines from MiMiExclusion and verified that it's detected correctly. Closes #32981 from dongjoon-hyun/SPARK-35830.
